A person of Indian descent, specifically a British-Indian female, often used in a complimentary fashion. Derives from the "raj" in British Raj, the Indian subcontinent under British rule from 1858 to 1947.
"Gee Peter, that sure is a nice rajjer."

Less common, but still acceptable use:
"That filthy fucking rajjer smells of curry."
