Its when you have perminent diarrhoea. Basically when you spend all day on the shitter due to the fact that theres a constant flow of liquid. Can last for days.

charlie- "you comin out tonight geez?"
jim- "Nah, got a harsh case of permi d mate. Not gonna be able to leave the house for days"
