A murderer or serial killer, i.e., someone who will chop you into pieces. Usually found in lonely places wearing shady clothing, such as hoodies and backpacks (used for carrying chopping apparatus).

That guy looks like a chopper. He'll cut you to pieces and throw your remains in a river.
