Usually somebody who has a big ego and talks a lot of shit but won't ever do shit.

Person who confronts the shit talker:"Oh I hear you were talking about me"
Them(Shit talker) : "ahhh nah man that didn't happen"
Person: "Oh gotcha you're a Lotta talk no action type of guy"
