Plusser 

Noun. In horse racing, a horse that regularly shows or places, but fails to win. A horse you can't ignore, but yet can't seem to find the winners circle.

(1) L’enchanteresse in Santa Aintia race 4 on Saturday is definately a plusser.

(2) I lost money on Nehro last year. I thought he was a winner, turns out he's only a plusser.
