Someone that feels like a pro or swag/cool.

Used when someone keeps saying that he's very good at something or is feeling cool.

Guy: "Boy I just got such cool sunglasses! I bet every kid in my school will ask me to be friends!"
Friend: "Look at that kid! He's feeling so swaggy."
You: "Yeah! Like toy sunglasses would make him cool."
