Basically a tooly douche is someone who thinks they are slick attempting to undermine another person or group of people with words or actions that are blatantly obvious to others.

Look at captain save-a-hoe over there trying to salt up that guys game, what a tooly douche.

A Tooley O' Douche is a person who has the characteristics of a douchebag. Usually a nerd, usually in band, usually wears jean shorts. Nobody wants to be around a Tooley O' Douche. This Tooley O' Douche usually is in denial about being his Tooley O' Douchness and often tries to sound/look cooler than he is. It doesn't work.

Dom: "Man that guy Matt is such a dick"
Austin: "Oh, I know he's a real Tooley O' Douche"
