Definition 2: When you shave your balls and your skin gets very rough and stinky.

Girl 1: Did you see that man's ball gruff?
Girl 2: Oh yeah, it was so rough and prickly

Man 1: Man, I have the worst case of ball gruff ever
Man 2: Yeah, my razor is very dull and causes me to get bad ball gruff as well.
