A period right after world war II when the soviet union & the united states decided to compete for who can build more dangerous weapons while not fighting each other because they'd definitely use their nukes on each other which would end up in nuclear fallout & the destruction of the entire planet which is why no military is ever allowed to use nukes. They're allowed to keep them though.
