It's a polite non-offinsive way of saying bull shyit. If you're not happy with what's happening, you can simply say that's some bull shiggady.

1) The boss wanted me to be working while everyone else was sitting, so I told him this was some bull shiggady.

2) you feel like you're getting a raw deal, and you say this is some bull shiggady.
