Referring to a person, usually a girl, who posesses bitchy-like qualities OR to call them a pain in the ass or a pussy.

Girl 1: Hey, are you goin out tonight to that club?
Girl 2: Nah, my mom's being a cuntlock and won't let me go.

OR

Girl 1: Did you see that girl talking to my boyfriend?
Girl 2: Yeah, shes such a cuntlock.
