Creeper

In traffic, when a lane is blocked up ahead, a creeper goes to the very front of the blocked lane and then cuts in to the moving lane, thus slowing the moving lane down even more.
On the highway, when there are roadworks ahead, the creepers delay the through traffic lanes by creeping up the blocked lanes.
