a white person of Irish decent who lives or is from low income housing in Boston "the Projects". Places like Southie, Dorchester and Charlestown. Usually un-educated and has a drinking or drug problem

Dude i was walking down DOT Ave. past Old Colony and some drunk ass Project Rat tried to jump me.
