This is an Army term involving the "Belleville" boot and how to shine said boot. You must first drop trow and poop out a perfect turd log into your hand and then shine your boots with the fecal matter.

Friend 1: "Formation is in 30 minutes and my boots are cruddy!"

Friend 2: "No problem, a steaming belleville will fix that in no time"
