Someone who is beyond the point of being simply a clown, but below the point of becoming the entire circus. Those that are deemed an "utter clown" are themselves close to becoming a place of entertainment known as a circus.
Ace, you are an utter clown. Another silly move like that and you might just become the entire circus.
