Ragay is the tag for "the hot chick". You know the one--- you notice her at school or at work... and all the girls want to be her and the guys want to be with her. It seems as it she has it all going on, the looks, the sense of humor, the intelligence, the drive. Ragay has everything going for her. OR it could just be the middle name that your drunk uncle gave you at birth because he thought it was funny at the time.
