Snaggle

an annoying person that has no reason to be annoying.

someone who is bothering you and you dont think that person has any true reason to be in a bad mood.

snaggling- annoying, bothersome, irritating
snaggled- annoyed, bothered, irritated

That little girl is a snaggle because she wont wave back to me, and I don't understand why! It's really starting to bother me!
