A tan or sunburn on the lower back only. That is, a "farmer's tan" on the lower back, in which the skin covered by the pants and shirt are not tan or burned but the lower back is. This tan is often obtained by gardeners as they bend over (hence, "dover"), exposing the lower back area.
Dang, I got a dover while weeding in the garden today! I'm going to catch glimpses of that ugly dover in the mirror for weeks!
