A girl/woman who has bleached her hair into a blonde frizz mess. Usually comes paired with over-tanned (Chargo) skin and awful tacky designer items. Expect no intelligence from blizz perpetrator.

That chargo bitch over at Forever 21 was blizzed the f**k out!
