'Pulling a billy' is to not attend an event, usually blamed on a family event e.g. 'sister's birthday' or a family outing e.g. 'the borough market' The same excuse is typically re-used over and over.
Friend no1: 'Say, where's patrick?'

Friend no2: 'I don't know, i'll phone him'

*Friend no2 phones patrick*

*Friend no2: hey patrick, where are you?
Patrick: Sorry guys, I can't make it, I have to go my sister's birthday*

*end call*

Friend no1: 'So, where is he'

Friend no2: 'he's pulling a BILLY'

Friend no1: 'AGAIN??'
