Layanrchy or Lay-Ancrchy
In the context of the rule of law, "lay" refers to ordinary citizens who are not legally qualified (aka the Saudi regime) and when paired with Anarchy which is the absence of government, law, or enforced authority, resulting in social disorder, chaos, or total confusion.
