Someone who is either clinically insane or just acting really crazy.

Can also be classified as a Sociopath... a person with a personality disorder manifesting itself in extreme antisocial attitudes and behavior and a lack of conscience.

Vanessa was driving too fast and zigging in and out of traffic is driving like a lunatic.
