When you ask someone this question, you are asking them if they want to kiss you. If they say yes then its ok, but if they say no then dont even try. This is usually a phrase used between couples

James- Hey Emma, are you irish?
Emma- Yes
(they kiss)
2...James- Hey emma, are you irish?
Emma- No
James- DAMN IT!
