Cross between a hillbilly and a gypsy. Tend to sound nice with a country accent and have limited funds, but are rutheless when financial gain is involved.

Someone who sounds friendly and inexperienced, but asks for the money is a hooniak.

Derogatory or mocking in an indirect way

I got an email today that was quite snifety. He commented that though the indivdual was very nice, he expected no help from them on the current project.
