Roto-Hoe 

A person (gender unspecific) who puts themselves second in rotation of a marihuana cigarette session. This is considered poor etiquette especially if the person in question hasn't donated a portion of marihuana to the pot.

"Look at Steve shuffling over to the left of Eric, he's such a roto-hoe"
