Used to describe someone who acts or does something stupid.

John: There are 45 states.
Kenneth: Slow Bus!

Some one who is ...well, slow.
Some one who rides the short bus is slow, and so we just say slow bus.

"Whats 1+1.. duhhhh?"
"You are such a slow bus."
"No im......-"
"No im, what."
"Dur i forgot."
