An expression first coined by Secretary of Homeland Security Janet Napolitano in 2009. The phrase is intended to replace the word "terrorism", as this word is associated with "the politics of fear". The consensus among our more enlightened leaders seems to be that terrorism is nothing to be fearful about.
Terrorism was at least rhetorically eliminated on President Obama's watch by the substitution of the phrase "man-caused disaster".
