Color-treated hair with at least 2" or 3" of contrasting natural hair color "roots" prominently visible - especially blond hair with dark "roots". Typically observed in newspaper photos of individuals, most frequently women, about to go on trial after spending a few months in jail without access to hair color. Also observed in Wal-Mart and grocery store checkout lines.
Check out that jail hair - I always suspected that she was a bleach blond.
