A person or thing that exudes pretentious attitudes, or is stuck up. Some thing that trys too hard to be fancy or elegant, but in reality isn't very good.
I hate that resturant because it's all Hooty la la. The snobby server acted Hooty la la, and the whole experience just made me feel uncofortable.
