A phrase used to describe the state of mind during a heavy drinking session. Usual characteristics of some one who is 'blatto' are hyperactivity, increased verbal noisage and unmatchable-sexual-disco-dancing.
Continued drinking may lead to the victim become blattered.

Person A: Yo Mr Orogato, Lets get Blatto!
Mr Orogato: Sick mate, but I am already blattterred!!
Person A: Ok lets dance!

I'd totally want to rock a belationship with 19 year old Britney Spears... back when she wasn't a train wreck.

We met in elementary school but wound up having a belationship in college years later.
