Used largely in Ireland, it is a term derived from Irish troops' unhappy encounters with the Baluba tribe during peace-keeping activities in the Congo during the 1960s.

Unruly or wild person. Word used by Irish teachers to describe misbehaving kids. Racial slur. Name of a tribe in Katanga, involved in a fatal attack on Irish United Nations peacekeepers in 1961.
Teacher walks into classroom and sees student jumping around.
"Sit down, you big baluba", says the teacher.
Student punches teacher in face, jumps out window, escapes to freedom. Returns later to burn down school.
