The meaning can be two fold, 1st this sound is performed when you are in strong disagrement with a person or with something they might have said. and the 2nd would be performed to say "fuck you" to someone without them really knowing. (Traditional) Large, floppy, low-hanging mudflaps on a semi/large truck that create a lot of wind resistance, on the irrational premise that they slow the truck down along with the standard air brakes on large trucks. Tennessee reference due to the majority of truckers being some degree of white male with a propensity for camouflage clothing and stickers like “USA Love It or Leave It.”
