A businessman who is looking to buy companies at giveaway prices, as opposed to venture capitalists. "It's well known that the business is having major problems paying its bills, so I guess it won't be long before the vulture capitalists start circling."

Someone who is trying to buy a company when the company has gone bust, or is expected to (called a vulture because the company is dead or dying). The vulture capitalists had been circling the company for some time, waiting for it to call in the administrators.
