A "Racial Boone" is a person who isn't a racist per se, but often makes off-color references with racist undertones about minorities.
Bill: "ugh this NBA highlight on sportscenter is just filled with gorillas. turn this shit off"
John: "christ dude, really? why are you such a Racial Boone?"
