One who has no real talent at driving and basically honks at you for actually knowing how to drive. In fact there are a few things that are quite distinct about Pennsylvania drivers, especially those from Philadelphia...

7. Pedestrians become targets
8. Do not stop at stop
9. They have no regard for street signs
10. They hate on Jersey drivers because they actually have skill

You know you are witnessing a Pennsylvania driver if there is a no parking sign, the typical PA driver will double park their car there, making it so you cannot leave your spot.
