Used by Nigerian scammers, this is similar to the Ghanaian "chaley", meaning the same as "dude". However in this context it usually means a scammer higher up the chain, who controls other scammers - like a lame version of a Mafia Don.

OGA refers to a group of four people on Graffitio who think they are better than everyone else and cut people who should truly be OGA out because they do not like them or have nothing better to do.
