A person with a large head and a small body. He has large round eyes and often resembles an alien. His body resembles that of a concentration camp survivor. Surprisingly, chicks(hot chicks at that) go bat shit crazy for him and many are on his tip daily.

The Jim Moran Mark Center is a large office building near the corner of Interstate 395 and Seminary Road in Alexandria, VA named in honor of the 8th Congressional District's Congressman, Jim Moran.
