This is a term used to describe when going to the toilet and you wipe and there is no feces is present on the toilet paper. The concept is that your feces clean snapped from your rectum without touching the sides.

When you are filled with an ubundance of confidence that your shit has been so clean that you don't feel the need to wipe your ass with toilet paper. You just get up and go, no wipe.
"Have you ever had a clean snap?"
"Yeah mate of course, I had a clean snap last night. Just get up and go, too easy."
