It state the obvious and to condescend somebody or call them a idiot, if something happens to them which they brought on themselves. If somebody doesn't look before crossing the road and gets hit by a car, that is their fault, the example which the phrase was coined from was (in response to the car incident) - "you don't shit on your hands then wipe it on your face and say, I just took a shit on my face...it's a metaphor for beef".
