1. Someone with either a lazy eye or one normal eye and one glass eye, usually the fake/lazy eye flops and is easy to notice.
2. 'Jessy' can also be used as an insult.

Person 1: 'Wow look over there!'
Person 2: 'I can't see anything, what is it?'
Person 1: 'Your a fucking jessy!'
Person 2: 'Fuck you'
