An insult generally towards teenagers but also to someone who is 1) younger than you and it still is valid even if they are just a day younger then you and 2) Acting like a douche, Riding a Harley or just being a plain faggot and engaging in any activities having to do with faggotry.

Harold: Hey George, did you know people from Phoenix are called Phoencians?
George: Shut up and stop being a baby faggot.
Harold: Baby? Faggot? I'm 68 years old and married! How am I a baby faggot?
George: Because i'm 70 baby faggot!
