Basically someone crazy. Kind of a synonym of "freak", but there is no humor in calling someone a freak, so if you want humor, call them a freakasaurus.
Freakasaurus was also mentioned in episode 15, season 2, of Star Trek: Voyager.

Freakasaurus 

n. an attractive female that is known to dress in a sexy manner and reference or perform kinky activities. Also common to exhibit flirtatious behavior towards the opposite sex and in some cases the same sex. Age is deceptive and may appear younger than actual age.
