Criminal organization made up of displaced Haitian immigrants after the 1-12-2010 earthquake that struck Port-au-Prince. With connections still in Haiti they run guns and drugs and take care of anyone in their way. Chapters, as they call them, have sprouted up in New Orleans, Los Angeles, Las Vegas, Seattle, Kansas City, Chicago, Miami, Key West, New York. When the state penitentiary crumbled many high profile criminals escaped and now run Chapters in American cities. Due to discrimantion they have turned extremely violent.
