There's no sense in conceding an election before all the votes are counted, it's the same thing as giving up to the other guy. If the other guy wouldn't relinquish power even if he lost, why would you concede to him? There's not much point in having higher ground to stand on if the other guy is still there telling you where and how to stand.
Conceding an election is pointless, the other guy thinks of it as weakness. The other guy is glad he ran against somebody too dumb and weak to get to where they wanted to go, that's how they look at it.

In Latin - Numquam Concedere, the motto Trump long ago had emblazoned on his personal Coat of Arms — Never Concede.
He apparently continues to live by his motto, Never Concede, the only president in American history to have lost an election and to have not found the grace or dignity to concede his loss and congratulate his victorious opponent.
