To contact a person (usually a friend you've not seen for some time, or an acquaintance that you don't see often), where there would be no other reason for such contact, for the specific purpose of obtaining a favour, or extending them a favour upon you hearing that they were in need.
You are a police officer, and you hear that a friend of yours has been arrested by a department that you used to work within for something that you feel is unlikely they did. You may decide to 'reach out' to someone that still works there, but whom you've not seen in many years, to see if there is any way you can help sort out the mess.
