An expression commonly mistaken with "what's the haps", What is you up to is the complete opposite. The expression simply means to wonder as to what activities another individual is partaking in at any given moment.

"What have you been up to today?" is a question that asks what you have done all day, like work or leisure activities, in the past tense.
Q: "What have you been up to today?"
A: "I was at work until 5:00pm, and then I went to the store to pick up some milk."
A: "I was at work until 5:00pm, and then I went to the store to pick up some milk."

scene: walking into the break room after you've realized the last 4 hours you've been working have produced nothing but shit.

person 3: hey billy
bill: (mumbles) yeah um hum... WHAT'S UP YOU MOTHER FUCKS! hows your day asshole? Mine's turned to shit how about that? :promply walk to the vending machine grab your snack in the midst of the silence and go outside to smoke:
