When you can't take advantage of the weather because of other commitments or constrains, and e.g. the sunny day therefore loses its appeal and makes you slightly bitter, you feel that this is a waste of weather.
On the last day of our vacation the rain finally stopped, but we had to spent it at the airport. What a waste of weather!
