A homophonous abbreviation of the Chinese slang "有一说一" (You Yi Shuo Yi). It's commonly used (usually at the beginning of sentences) under contexts when a person is trying to offer a more objective comment about another person, an object, or an event based on one's genuine point of view. Under such contexts, its meaning would be similar to "frankly" or "objectively". The phrase is sometimes also used as an irony.
