It's basically combining two words: retard and headbang. It's headbanging but looking like a complete moron doing so. It's something that you would make up if you were 11. (Like I did when I was 11...)

A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.
