A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

Sno-Cap
To take one's balls, dip them into vanilla or cream cheese icing with sprinkles and then place said balls onto the forehead of a dark-skinned woman. Finished product should look something like this:
